(1864-1925) Army General. Grad., West Point (1890) with Army Serial Number 0-79! Commissioned into the Infantry, he served in the Spanish-American War and saw extensive service in the Philippine-American War and in the unrest that followed. During that war he served with the Second Infantry. From 1902-03 he was the Governor of Tabayas Province, the only regular officer elected to such a position. He commanded the District of Southern Luzon and conducted the campaign against Simeon Ola at Albay in which Ola¿s forces were destroyed. Transferred to Central Luzon he forced the surrender of Montalan Sakay and destroyed Felizardo. From 1907-13 he was the Chief of the Philippine Constabulary with the rank of Brig. General. During WW I he Commanded the 58th Infantry Brigade of the AEF and later served as Provost Marshal of the AEF and Chief of Staff of the 27th Infantry Division.
